Construction and Demolition (C & D) waste is a significant component of the waste stream. Achievement of government waste reduction targets will substantially depend on our ability to divert a significant amount of this waste stream from disposal.

A census carried out for the NSW EPA identified over 1.5 million tonnes of C&D waste landfilled in the greater Sydney region per year. Consequently is not difficult to understand why reducing this waste stream is considered a priority area for government.

Consistent with the waste hierarchy philosophy of government, attention is being duly given to the avoidance of waste in this area. However, as with all other waste streams where recoverable resources are being targeted, utilisation of recovered materials is our greatest challenge. We cannot move ahead unless sufficient markets are available to use the recycled products made.

This challenge is currently being addressed by the C & D Division osf the WMAA.

The C & D division has been in existence for nearly five years as a working group and has provided an excellent forum for the recyclers and others in the industry to discuss how to create a better industry and environment for recycling C & D waste materials. Recently we have been formalising our activities in order to play a more active part in the diversion of recoverable resources in this waste stream.

While this waste stream is now receiving attention from government it is important to recognise that C & D recycling has been carried out in Sydney for over a decade. Pioneers such as Bob Brady of Rock & Dirt and Tom Jackson of Recycled Resources, are active members of the C & D recycling division, and along with others in the division are giving up their time to ensure that the industry continues to become more professional and improve its credibility.

The C & D division had its official launch at a breakfast briefing function at Rydges on January 29 1998. The function was attended by 120 delegates representing many varied sectors of the C & D industry.

The function was officially opened by Pam Allan MP, the then NSW Minister for the Environment. The Minister assured the delegates that the government wished to work very closely with industry to achieve our waste reduction goals and applauded the work and initiatives of the C & D division.

The Minister also called on the industry to take advantage of the resources provided by government by identifying and carrying out projects which can assist industry to reduce waste to landfill.

This message was well received by the C & D division and work is being done on identifying the contribution that the division can make.

Bert Musch the Chairman of the C & D Recycling Division, assured the minister that our group will be diligent in working with the government to reduce waste. He also outlined some initiatives which have been developed by the group such as the draft code of ethics and the desire to develop relevant specifications for the use recycled C & D products particularly by local government.


In addition to the code of ethics the division has developed specific objectives for members of the C & D Division which are consistent with the objectives of the WMAA :

Objectives

  • Foster the identification and expansion of sustainable markets.
  • Develop and promote environmentally sustainable practices
  • Encourage increased professionalism in the C & D Recycling Industry.
  • Develop, assess, and provide comment on issues and policies affecting the C & D Recycling Industry.
  • Promote research and development into C & D Recycling technologies.
  • Arrange and sponsor meetings, conferences and seminars or similar gatherings on subjects of interest to the C & D Recycling Industry.
  • Promote consumer confidence by developing and supporting high industry standards for C & D Recycling .
  • Educate communities about the benefits of using recycled C & D materials.
  • Promote on site C & D Recycling and management practices which avoid the creation of waste.
  • Make available general information, education material and technical information on the C & D Recycling Industry.
